Local authorities (i.e. councils, unitary authorities and port health authorities) across England & Wales are responsible for regulating a number of industrial processes whose emissions could have a detrimental effect upon the atmosphere.
The processes regulated by local authorities are partitioned into two types: Part A2 activities; and Part B activities.

Defra has commissioned its annual Local Pollution Control Statistical Survey (LPCSS) since 1991. The survey provides an annual snapshot of local authorities' regulation performance during the previous twelve months.
