Evidence review of factors contributing to surface water flooding from section 19 Lead Local Flood Authority reports

The purpose of the section 19 reports review is to complement the evaluation of the arrangements for managing local flood risk commissioned by Defra which is now complete, and to inform Defra’s subsequent policy conclusions in relation to the operation of the Floods Water Management Authorities in 2015.
