Offender Learning and Skills Service OLASS YOL1 Data Returns

The YOL1 is the data collection tool used by the Education Funding Agency (EFA), to monitor the performance of its three contracted providers of the Offender Learning and Skills Service (OLASS) in ensuring that young people in custody receive the minimum 15-hour entitlement.

In order to do this effectively, the following information is collected and analysed to monitor trends in performance: the number of learners inducted into learning; the levels of previous learning on induction (in relation to literacy and numeracy); number of learners having had a statement of special educational need, learning disability assessment or referred to a SENCo; the number of young people under school leaving age; number of learners enrolled and working towards qualifications as prescribed by Ofsted's Common Inspection Framework (CIF); number of hours planned and delivered by the provider; the average number of hours per learner per week that this generates, and; the number of hours cancelled, apportioned to either the provider or the prison.
