On 6 April 2014, the Enterprise and Regulatory Reform Act (ERR) 2013 introduced a number of changes to the Planning (Listed Building and Conservation Areas) Act 1990, including the introduction of Heritage partnership agreements (HPA).

Heritage partnership agreements (HPA) are non-statutory agreements which formalise an understanding of the significance of designated heritage assets and remove the need for the owner(s) to submit repetitive applications for consent for works covered by an HPA.
